This is another of those "Mistakes were Made" moments, where the chief executive is allowed to come across as betrayed by mysterious forces beyond his control. Only the shareowners were hurt, after all. Oh, wait - there's investor confidence lost, politicians' ignorance and duplicity laid bare - and in an election year!
